Neat idea. I think "prim and proper" isn't really the best way to describe a silk-suited white collar criminal. They're slick, smooth talking, polished, sly, cunning, clever. I think I know what you're getting at there. They can be proper or, at least, seem proper. How about "So smoothly proper?" (though technically that mucks up your syllable count, the word "smooth" cries out for an extra count in the singing so there's no need for fastidious syllable counting there imo).
